About the register

Public Services Center (Davlat xizmatlari markazi)

Known locally as Davlat xizmatlari markazi.

Business entities in Uzbekistan are entered in the Unified State Register of Business Entities. State registration and re-registration are carried out by the Public Services Centers (Davlat xizmatlari markazlari) acting as registering authorities under the procedure approved by Cabinet of Ministers Resolution No. 66 of 9 February 2017. The register is kept centrally in electronic form through the automated state registration system, in the form established by the Ministry of Justice, and registration can also be completed around the clock online through the single portal of interactive state services, a model introduced by Presidential Resolution No. PP-2646 of 28 October 2016.

For a legal entity the register holds the state registration number and date, the company name, the legal form and form of ownership, the taxpayer identification number (INN), the composition of the founders with identifying details, the size of the charter fund and each founder's share, and, for joint-stock companies, the number, nominal value and type of shares.

Information and documents contained in the register are open and available to any interested person, except where access is restricted by legislation. Access runs through the single portal, updated daily, and through extracts issued by the registering authority on request. A free service on the government services portal allows anyone to view the registration data of a legal entity by entering its taxpayer identification number. Who registers companies in Uzbekistan and where is the register kept?
State registration of business entities is performed by the Public Services Centers, the registering authorities under Cabinet of Ministers Resolution No. 66 of 9 February 2017, and can also be completed online around the clock through the single portal of interactive state services. Registered entities are entered in the Unified State Register of Business Entities, which is kept centrally in electronic form in the format established by the Ministry of Justice.
What identifiers does a registered Uzbek company have?
On entry in the Unified State Register of Business Entities a company receives a state registration number and a taxpayer identification number (INN), assigned together under the single registration procedure. The public lookup service on the government services portal retrieves a company's registration data by its INN.
Can the Uzbek state register be searched online?
Yes. The regulation on the register states that the information and documents it contains are open and available to any interested person, with access provided through the single portal of interactive state services, updated daily, and through extracts issued on request. A free automated service operated with the Ministry of Justice and the Tax Committee lets users view the registration data of a legal entity by its taxpayer identification number.
Does the register record shareholders and beneficial owners?
The register records the composition of a company's founders with identifying details, the size of the charter fund and each founder's share, and share data for joint-stock companies. The official rules describe open access to register information but do not describe a separate register of beneficial owners. The Company Records report resolves beneficial ownership by following the registered shareholders up the ownership chain, entity by entity, from official filings.
