About the register

National Economic Register

The United Arab Emirates has no single incorporation registry. Companies are licensed by the authority for the place where they operate: the economic department of each emirate for mainland businesses, such as the Abu Dhabi Department of Economic Development or Dubai's Department of Economy and Tourism, or one of the free zone authorities for entities established in a free zone. Each licensing authority keeps its own record of the entities it licenses, so a company's registry data lives with the emirate or zone that issued its licence.

The National Economic Register (NER) sits above these records as a federal platform, operated by the Ministry of Economy and Tourism, that integrates licensing data from federal and local authorities across the seven emirates, covering mainland and free zone licensing departments alike. Launched as a government accelerators initiative in 2017, it provides data on economic licences in the UAE: the licence a business holds, its licensed activities and its trade name. Official UAE government guidance points to both the emirate economic department portals and the NER for checking business activities and issued licences.

What is the difference between mainland and free zone licensing?
A mainland business is licensed by the economic department of its emirate, for example the Department of Economy and Tourism in Dubai. A free zone entity is licensed by the authority of the zone in which it is established. Both kinds of licence data feed the National Economic Register, so entities from either regime can be looked up through the same federal platform.
How do I verify a UAE trade licence?
