National Trade Register Office
Known locally as Oficiul Național al Registrului Comerțului.
Romania's trade register is kept by the National Trade Register Office (Oficiul Național al Registrului Comerțului, ONRC), which operates under the authority of the Ministry of Justice. The register is governed by Law No 265/2022 on the trade register and records companies, sole traders, family businesses and cooperatives, together with the documents, acts and mentions that must be entered by law. Entries are held in a computerised central register, insolvency events such as the initiation of the general or simplified procedure are recorded, and legal notices are carried in the Monitorul Oficial.
Registered entities are identified by an order number in the trade register, a unique registration code and a European Unique Identifier (EUID). The RECOM online service returns a free component covering the name and form of organisation, the identification information and the registered office, while fuller data, including capital, activities and director information, is available for a fee.
ONRC also keeps the central register of beneficial owners under Law No 129/2019, filled in from the declarations on own responsibility that legal persons submit. Following Law No 86/2025, persons requesting beneficial-owner information must demonstrate a legitimate interest and apply online through ONRC's portal, with the applicable fees. Company Records resolves beneficial ownership by following registered shareholders up the ownership chain, entity by entity, from official registry filings.
