Kuwait Chamber of Commerce & Industry
Known locally as غرفة تجارة وصناعة الكويت.
Kuwait's commercial register (السجل التجاري) is administered by the Ministry of Commerce and Industry, which lists the electronic services of its Commercial Register administration among its e-services and operates a dedicated electronic commercial register system for managing register entries. The ministry's service catalogue includes an extract (مستخرج) service, classified under the Commercial Register division and delivered through that system. Company formation runs through the Kuwait Business Center, alongside dedicated digital portals for partnership companies, sole proprietorships and joint stock companies. The Kuwait Chamber of Commerce and Industry is the chamber of the Kuwaiti business community.
Beneficial ownership in Kuwait is filed with the ministry. Ministerial Decision No. 4 of 2023 sets the procedures for identifying the beneficial owner (المستفيد الفعلي), defined as any natural person who owns or exercises ultimate direct or indirect control, and the decision was amended by Ministerial Decision No. 171 of 2025. The stated aim is to reach the beneficial owner who may be concealed behind a nominal beneficiary, within Kuwait's anti-money-laundering and counter-terrorism-financing obligations.
Business owners register beneficial-owner details through the ministry's electronic commercial register portal by selecting the beneficial-owners service and entering the commercial registration number, and the ministry has circulated a guideline on the beneficial owner concept and a 2026 circular on reporting incorrect beneficial-owner identity.
