Department of Registrar of Companies and Intellectual Property
Cyprus company records are kept by the Department of Registrar of Companies and Intellectual Property, part of the Ministry of Energy, Commerce and Industry and long known by the acronym DRCOR. The department registers companies under the Companies Law, Cap. 113, together with partnerships, business names, overseas companies and European companies, and provides e-filing and e-search services, certified copies and certificates through companies.gov.cy and its public search facility.
In Cyprus, a company's legal existence begins with the certificate of incorporation, which the department describes as undisputable evidence that all legal requirements for registration, and all steps preceding it, have been complied with. The company's registration number is stated on the certificate, and certified copies of the documents on a company's file, including the memorandum and articles of association, can be ordered from the department.
Beneficial ownership sits in a separate, entirely electronic Register of Beneficial Owners maintained through ubo.meci.gov.cy. Public access to it was suspended on 23 November 2022, following the Court of Justice of the European Union judgment in joined cases C-37/20 and C-601/20, while the obligation of companies and partnerships to file and update beneficial-owner information remains in force. Company Records resolves beneficial ownership by following the registered shareholders up the ownership chain, entity by entity, from official registry filings, which works even where direct access to the beneficial ownership register is suspended. The Company Records report for Cyprus includes the registry extract, the memorandum and articles of association, including foreign-language versions where filed, and the certificate of incorporation.
