About the register

Registrar of Companies (Business Register) and Financial Services Authority

Seychelles operates a split registry. Companies incorporated under the Companies Act are registered with the Registrar of Companies, while international business companies, foundations, limited partnerships and trusts are registered with the Financial Services Authority (FSA), the regulator of the jurisdiction's non-bank financial services sector. An IBC is registered through an International Corporate Service Provider licensed by the FSA, which liaises with the Authority to form the company, and the FSA operates a struck-off IBC search and handles company search requests on application.

Beneficial ownership is governed by the Beneficial Ownership Act 2020. Every legal person and legal arrangement must maintain a register of beneficial owners at the principal place of business of its resident agent in Seychelles, recording each owner's name, addresses, date of birth, nationality and identification numbers, and the register is maintained in confidentiality: inspection is limited to the entity's own directors and members, equivalent office holders and the beneficial owners themselves.

That information is uploaded to the Seychelles Beneficial Ownership database, which the Financial Intelligence Unit maintains as the nodal agency, and resident agents must produce it on written notice to competent authorities, law enforcement, the Registrar of Companies, the Registrar of Associations, the Central Bank and other specified bodies, or on a court order. Beneficial ownership is therefore not part of the public record in this jurisdiction.

Who registers companies in Seychelles?
Domestic companies are registered with the Registrar of Companies appointed under the Companies Act, while the Financial Services Authority is responsible for registering international business companies, foundations, limited partnerships and trusts. Is beneficial ownership information public in Seychelles?
No. Under the Beneficial Ownership Act 2020 each entity's register of beneficial owners is held at its resident agent's principal place of business and maintained in confidentiality, with inspection limited to the entity's own directors, members and the beneficial owners themselves. The Financial Intelligence Unit maintains the central Seychelles Beneficial Ownership database, and disclosure runs to competent authorities, law enforcement, the registrars and the courts rather than to the public.
How can I check a Seychelles IBC?
The Financial Services Authority operates a struck-off IBC search on its website and accepts company search requests by application to the Authority, which advises on the procedure and the fee payable. Registration itself runs through licensed International Corporate Service Providers, so an IBC's registered agent handles its filings with the FSA.
Are there exceptions to Seychelles beneficial ownership confidentiality?
A narrow one. For extractive companies, a copy of the register of beneficial owners must be filed with the office of the Registrar of Companies, kept up to date by the resident agent, and made available to any person for inspection and copying on payment of the prescribed fee. Listed companies subject to adequate disclosure requirements are treated separately and upload company-level details to the database instead.
