About the register

National Enterprise Database (NED)

Known locally as ຖານຂໍ້ມູນວິສາຫະກິດແຫ່ງຊາດ.

Enterprises in Laos are registered with the Ministry of Industry and Commerce. The Department of Enterprise Registration and Management (DERM) runs the central registration office at the ministry, where larger legal entities in certain sectors must register; Provincial Industry and Commerce Departments register legal entities at province level, and District Industry and Commerce Offices register individual businesses. Each business activity is classified by an LSIC code, and activities on a negative list carry additional registration requirements. The registry publishes the Law on Enterprises and its other legal texts on its website.

The National Enterprise Database (NED) at ned.moic.gov.la is the national record of that registration data, described by the registry as a resource of the government of the Lao PDR. Its public pages offer a search of the register, hosted on the ministry's electronic business registration system, together with a map-based search, national enterprise statistics and LSIC code lookups. Deeper system-to-system access, with lookups by enterprise number, manager name or enterprise name and lists of enterprises by date, province, district or village, runs through a web-service interface that is open only to Lao government entities under a signed memorandum of understanding.

The register does not publish controlling parties, shareholders or beneficial owners, so public output is limited to the enterprise particulars it holds. The Company Records report for Laos provides the registry extract sourced from the official register.

What is the National Enterprise Database?
The NED is the national database of enterprise registration data in Laos, maintained under the Ministry of Industry and Commerce and its Department of Enterprise Registration and Management. Its website at ned.moic.gov.la carries the register search, registration procedures, fees, legal texts and national enterprise statistics.
Where are enterprises registered in Laos?
At three levels. Larger legal entities within certain sectors register at the central office of the Department of Enterprise Registration and Management at the Ministry of Industry and Commerce in Vientiane; Provincial Industry and Commerce Departments register legal entities; and District Industry and Commerce Offices register individual businesses that do not use a legal entity.

What law governs enterprise registration in Laos?
The Law on Enterprises. An investor gives notice by submitting an enterprise registration application to the relevant enterprise registrar, and the registry publishes the law and related regulations, decrees and instructions in the legislation section of its website.
